Providing no-cost weatherization services, installation and energy-efficient appliances, the Energy Savings Assistance Program is available to eligible renters and homeowners. A complete whole-house approach with the Home Upgrade program is also available to help maximize your energy efficiency.
Energy Savings Assistance Program (ESA)
The Energy Savings Assistance Program provides no-cost weatherization services and energy-efficient appliances to eligible renters and homeowners who receive electric or gas service from a California energy service provider through a residential meter. With the ESA Program, an authorized contractor will come to your home and may provide free:
- Attic insulation
- Energy-efficient lighting
- Door weather stripping
- Replacement of qualified appliances
- Minor home repairs
- Low-flow showerheads
- Water heater blankets

Energy Upgrade California® Home Upgrade Program
The Energy Upgrade California Home Upgrade program takes a whole-house approach to home energy efficiency. Rather than focusing on individual energy efficiency upgrades, the program addresses your home’s energy needs as a complete system to help you maximize your energy efficiency, lower your energy use and increase your home’s comfort.
A Home Upgrade is for homeowners who:
- Want a cost-effective way to improve their home's energy efficiency.
- Have heating and/or cooling systems that need to be replaced.
- Do not have many of the available measures already installed.
Benefits of a Home Upgrade
Save money while you save energy, and take advantage of rebates of up to $5,500*. Note: only single family, detached homes built in 2001 or earlier are eligible to receive Home Upgrade rebates. Benefits can include:
- Improved comfort and indoor air quality
- Reduced energy use
- Lower energy service costs
- Increased home value
How does the Home Upgrade program work?
You’ll work with home energy professionals like Participating Contractors who have been trained in the whole-house approach. They’ll guide you through the process and bundle energy efficiency improvements for maximum savings.
Eligible home energy-efficiency improvements
Achieve your goals of maximizing energy savings, improving your comfort and saving you money throughout the year. You’ll need to choose a minimum of three upgrades to qualify.
- Duct, attic, building sealing
- Duct replacement
- Floor, wall, duct insulation
- Furnace and air conditioner
- Upgrade water heater
- Energy-efficient windows
There are two Energy Upgrade California® Home Upgrade options to choose from:
- Home Upgrade focuses on your building shell to help maintain a comfortable indoor environment and can improve your home’s energy efficiency by at least 10%. Upgrades may include insulation, whole house air sealing, duct sealing, furnace and AC replacements.
- Advanced Home Upgrade includes these same improvements as well as other upgrades and equipment replacement. Your Participating Contractor works with you to develop a customized plan to achieve energy reductions of up to 45%.

Rebates for energy-efficient Home Upgrades
Every home is different, but an average $2,300 rebate covers approximately 15% of project costs.
A specially trained Participating Contractor (or Rater) or Home Upgrade Advisor will help you review possible energy-efficiency improvements. Each measure is worth a predetermined amount of points that count toward your rebate. The more points you earn, the bigger your rebate will be, up to $3,000 per project.
Advanced Home Upgrade rebates are calculated based on the energy saved by your upgrade, starting at $550 and may exceed $5,500.
Green is good
You can further enhance your Home Upgrade with green building improvements, solar and other projects that conserve resources and help the environment. You might be eligible for additional energy service, city and county incentives.
